MAC quarterly meeting on Thursday, June 10th at 1100
The June 10th MAC meeting will be held live at Popi`s Restaurant. A live zoom stream of the meeting will also occur at the link found at the top of the MAC homepage. The quality of the Zoom may be somewhat degraded by the live meeting environment.

In observance of Philadelphia city and CDC recommendations, all attendees are asked to remain masked for the duration of the meeting, except when eating lunch. Social distancing will be practiced with limited seating at each table.

MAC hosts USCG D5 PARS(Port Access Route Study) Roundtable:
MAC membership is invited to attend a virtual roundtable event on Tuesday, March 9th at 10:00 EST. Participants will include USCG, BOEM, Offshore Wind Developers, and navigation stakeholders.

All MAC navigation stakeholders who have an interest in our port approaches are encouraged to attend this meeting whose purpose is to:
1. To identify impacts to navigational safety, Coast Guard missions, and traditional uses of the water based on known conflicts between potential offshore developments, offshore anchoring practices, and safe access routes to the entrance of Delaware Bay.
2. To identify the routing measure alternatives, maximize navigational safety; preserve Coast Guard mission space, and strike a balance between traditional and new uses of the waterway and which alternatives the Coast Guard Navigation Center should further evaluate as part of the PARS process


USCG NAVCEN has undertaken traffic analysis in anticipation of the PARS and data files for the NJ PARS traffic analysis have been posted on Sector Delaware Bay`s Homeport account.

Rahsaan Stevens worked for Norfolk Dredging Company and died on Thursday, February 4th while working at the Pedricktown disposal area in support of the Delaware River channel maintenance project. Rahsaan leaves behind a wife and five children.

Please consider joining members of the Mariners` Advisory Committee and other port entities in contributing to the fund to provide direct financial support to Rahsaan`s family. The fund has been established at https://gofund.me/2ccf7050

While this financial support can in no way make up for the tragic loss of Rahsaan, we sincerely hope it can somewhat lessen the great burden of Rahsaan`s family. Let`s show our love and support for them.

New or unpaid 2020 members may renew for 2021 at the full $400 rate.

March 12 MAC quarterly meeting: After consultation with local authorities, seeking CDC guidance on group meetings, and conversations with MAC membership, it has been decided that the quarterly MAC meeting on Thursday, March 12 will proceed as planned at 1100 at Popi’s Italian Restaurant.

Some company/agency travel restrictions may preclude attendance and others may not feel comfortable attending due to Coronavirus concerns. The MAC fully understands the complex nature of this situation and encourages all to choose a course of action that best suits their needs. We will endeavor to provide documents and information to those unable to attend that support the minutes.

The wellbeing of our port community and MAC extended family are of the utmost importance. Be well, everyone.

Silver Run Cable Project Special Meeting- July 29th at 0930
All MAC members and port partners are encouraged to attend a special meeting hosted by USCG Sector Delaware Bay on Monday, July 29th at 0930 to discuss the upcoming Silver Run Cable Project, USCG plans around the project, and the impact of the project on ALL port constituents.

The meeting will be held at USCG Sector Delaware Bay, 1 Washington Avenue in the General Greene room.

The Silver Run Project involves the burial of seven power cables in the river bottom across Baker Range and will include up to 28 interruptions of traffic in the main channel.

Many of the MAC`s partner federal agencies are struggling to cope with the ramifications of the federal government shutdown. The USCG is being severely impacted and USCG personnel and their families are bearing the brunt of the fallout.

In the spirit of the collaborative and supportive port community in which we all work as a team, there are donation and support possibilities abound, both to the USCG and other federal agencies and employees being affected.

For a corporate donation to the USCG of any sort, please contact CAPT Kurt Clarke at kurt.a.clarke@uscg.mil to discuss a donation to the Chief Petty Officer`s Association, which can benefit SECDELBAY personnel directly.

To donate as a private individual, the simplest option is to donate branded gift cards (Wawa, Acme, Walmart, Shoprite, etc) in $20 increments directly to Sector. The cards need to be branded, as opposed to Visa type gift cards. They can be dropped off at Sector HQ on Columbus Blvd.

Donations are limited to $2000.

Sector DELBAY has a dedicated phone number/personnel to deal with support donations. Call 215-271-4959 with questions.

The festivities will take place at Dockland’s Riverside (same location, new name) on September 11, 2018 starting at 4.30 pm. If you’re not familiar with the event, see the attached flyer for more information.

The first opportunity to help comes in the form of an invitation-only Bethany Beach house raffle. Chances are $100, but the Center is selling only 40, so the odds of winning are pretty high. The house has five bedrooms (sleeps 14) and will be available the week of June 15-22, 2019. "I want to thank everyone for your assistance and concern regarding the valet at La Veranda losing my car keys. The situation has all been resolved. I wanted to thank John for the ride home and Dave for finding my keys. The valet came to my house, retrieved my spare set of keys and delivered my car safely home last night, while we were at the Ben Franklin for the joint holiday party. Happy Holidays to everyone.

Lynn very much needs to recover her car keys, so PLEASE check your purses, coats, cars, etc for a set of Nissan keys that do not belong to you. It is with much regret that the Mariners` Advisory Committee informs you of the passing of Captain H. Hickman Rowland on the evening of November 12th.

A Memorial Service will be held on Saturday, December 2, 2017 at 1:00 p.m. at St. Andrew`s School, 350 Noxontown Road, Middletown, DE 19709. Burial will be private.

Emergency MAC Meeting: An emergency MAC Meeting has been scheduled for this Friday, February 24th at 1300 in the Ward Room at USCG Sector HQ at 1 Washington Avenue, Philadelphia. The topics for the meeting include scheduled blasting work in the Chester to Tinicum area that will impact navigation beyond levels previously experienced and also shoaling at Marcus Hook. Port partners that should most be concerned with these topics include agents with large, deep draft transits scheduled during the first 10 days of March, tug and vessel operators, etc.

Additional parking for the USCG facility can be found in the Sheet Metal Worker`s Union building next door on Columbus Blvd. Allow extra time for security/sign-in upon entry to building.

MAC Meeting: Thursday March 10, 2016 Parking issue.

The management of LaVeranda has informed us that parking for tomorrow`s (Thursday) meeting will be difficult due to pre-booked spots for the Flower Show.

If the "Great Plaza" parking lot is as full as it usually is, there is parking next to the Hilton on Delaware Avenue called CitiPark Parking Garage that`s available. This is just south of the Museum and not too far for a walk on what should be a beautiful day.

Valet parking may still be available but at $21 vs $10 if available at all.

There are only a handful of parking spots out front and there is 2-hour metered parking across the street.

The management of LaVeranda apologies for any inconvenience.

The Office of Coast Survey has published a Federal Register Notice to request public comment on changes in the Nautical Chart Catalog Formats. The Office of Coast Survey is transitioning its nautical products to a wide range of digital formats and web mapping services to enable more frequent updating and allow easier uptake by users. With the end of lithographic printing of NOAA paper nautical charts in April 2014, we also stopped production of the five printed nautical chart catalogs which are created in the large paper format (35 inches by 55 inches).

We have now transformed the chart catalogs into letter-sized documents that users can print at home. Downloads of the “print-at-home” chart catalog in PDF format are free from the Coast Survey Web site (www.nauticalcharts.noaa.gov/catalog/). An interactive chart catalog is also available on the Coast Survey Web site (nauticalcharts.noaa.gov) for users who prefer to point, click, and download their charts from online. Coast Survey will consider making the front page of the large-format chart catalog. (We consider the reverse side, which lists chart agents, as obsolete and will not continue it.)

Before making the decision, Coast Survey wants to know if demand remains for the large-format chart catalogs, and if users are willing to purchase these from commercial providers, such as NOAA-certified printing companies. Coast Survey invites written comments about: (1) Maintaining the large-format paper catalog (with no reverse side) if they are available for purchase from commercial provider; (2) the new free “print-at-home” PDF chart catalog; and (3) the online interactive chart catalog on the homepage of the nauticalcharts.noaa.gov Web site.

Written, faxed, or emailed comments are due by midnight, April 30, 2015.

Delaware River Safety Zone – New Years Fireworks

To mitigate the risks associated with a fireworks display, the Captain of the Port, Delaware Bay is establishing a temporary safety zone in the Delaware River near Philadelphia, Pennsylvania. The safety zone will be effective on December 31, 2014 from 5:30 p.m. to 6:30 p.m. and again from 11:30 p.m. to 12:30 a.m. The zone spans from the Pennsylvania shore to the New Jersey shore and is bounded in the south by a line from position 39-56.18N, 075-08.30W to 39-56.17N, 075-07.56W and bounded to the north by the Ben Franklin bridge. Mariners will not be allowed to transit during the times when the safety zone is active. The Coast Guard Captain of the Port’s representative will be on scene and can be contacted on VHF channel 16. Entry into, transiting, or anchoring within the safety zone is prohibited unless authorized by the Captain of the Port, Delaware Bay, or her on-scene representative. Once operations are concluded, an informational broadcast will inform mariners that the safety zone is no longer being enforced.

How many of us have sailed past a dredge on the Delaware in the middle of winter and thought from inside our warm wheelhouse, I’m really glad I’m not out on that pipeline, all the while knowing just how essential this rigorous and often dangerous work is to the vitality of our port? For me personally, too many times to count.

You may also have had thoughts of gratitude when everything seems to come together each day and you make it home safely to your family after your hitch. Sadly, on the evening of December 2nd, this scenario was not to play out for three men and their families. A derrick barge working in support of the Dredge Essex capsized in the Christina River. While two of the men were saved, a 28 year-old single father of a little girl, Emanuel Gatling, was unable to escape the enclosure and drowned. The emotional toll that this tragic accident has and will continue to take on Emanuel’s family, friends and colleagues will only be made more difficult during this holiday season. And the financial hardship placed on his family to raise his daughter without him, will no doubt affect them for years to come.

The Mariners Advisory Committee, in conjunction with the Seamens Center of Wilmington, is sponsoring a fund to help Emanuel’s family in their time of sorrow and need. We are asking that when you are considering your holiday giving, to please remember the Gatling family and let them know that our port family cares.

AWARENESS MEMORANDUM

Purpose: To provide information as a reminder about alarms and warning signals in the Marcus Hook berthing areas to all who transit past Marcus Hook Industrial Complex including but not limited to, Pilots, tug/barge companies, assist tug companies, and the marine community through the Mariners Advisory Committee.

Objective: Thankfully there has not been an emergency in quite some time and as a result certain warning signals may be misconstrued when those who transit the river are not reminded from time to time. Basically the objective is safety awareness. Please give a wide berth or avoid the area altogether if the warning signal is seen/heard as much as safe navigation will allow. Note: testing before each vessel arrival at MHIC will only be approximately 30 seconds.

(a) Each marine transfer area for LHG must have a rotating or flashing amber light that is visible for at least 1,600 meters (1 mile) from the transfer connection in all directions.
(b) Each marine transfer area for LHG must also have a siren that is audible for at least 1,600 meters (1 mile) from the transfer connection in all directions.
(c) Each light and siren required by this section must be located so as to minimize obstructions. If any obstruction will prevent any of these alarms from meeting paragraph (a) or (b) of this section, the operator of the waterfront facility handling LHG shall propose for approval by the local COTP additional or alternative warning devices that provide an equivalent level of safety.

FUTURE OF NAVIGATION 21st CENTURY WATERWAYS LISTENING SESSIONS

The U.S. Coast Guard, U.S. Army Corps of Engineers, and National Oceanic and Atmospheric Administration are co-sponsoring Future of Navigation - 21st Century Waterways public listening sessions. The listening sessions, which will be held in several locations across the country, are designed to provide a venue for open communications between various Federal agencies and U.S. Marine Transportation System (MTS) stakeholders to discuss the joint Federal agency initiative to use modern technology to support a safer, more efficient, more secure, and environmentally sound MTS. These listening sessions will provide MTS users and stakeholders an opportunity, beyond traditional venues, to express their emerging needs for navigational information and service delivery systems necessary to improve safety and efficiency of transits on the Nation`s waterways.
A listening session is scheduled to be held on May 22, 2014 at 5 pm at the Renaissance Hotel and Waterfront Conference Center in Portsmouth, VA. The intended outcome of these listening sessions is the development of a portfolio supported by multiple Federal agencies that will provide coordinated and timely delivery of navigational information and services to promote safety and efficiency on the MTS.

COAST GUARD TERMINATION OF ITS 2 MHZ DISTRESS WATCHKEEPING SERVICE

Effective 01 August, 2013, the U. S. Coast Guard will terminate its radio guard of the international voice distress, safety and calling frequency 2182 kHz and the international digital selective calling (DSC) distress and safety frequency 2187.5 kHz. Additionally, marine information and weather broadcasts transmitted on 2670 kHz will terminate concurrently.

The Coast Guard will continue to maintain a continuous watch on VHF FM channel 16 (156.8 MHz) and on existing voice and DSC frequencies in the 4/6/8/12 MHz bands as described in the Coast Guard Navigation Center website

The NOAA P.O.R.T.S. program that we have come to rely on for real time tide, current and weather information will be defunded in the near future. Many mariners use this data as a critical part of their go-no go matrix when deciding to initiate a river passage. Many other entities such as the University of Delaware and local municipalities use the data for studying beach erosion issues.

P.O.R.T.S. on the Delaware Bay costs approximately $250,000 per year to maintain. When that money is gone, so will be the most critical safety system on the river. The MAC encourages you to write to your representatives and/or the Philadelphia Regional Port Authority and explain to them the impact of losing P.O.R.T.S. to region and your business. To aid you, we have included a sample letter and template. Please go to the MAC drop down box at the top of the right column and select letters templates. Note that this page will only be visible if you are logged into www.macdelriv.org with your username and password.

UPDATE OF HURRICANE READINESS CONDITION ZULU

The Captain of the Port is notifying port partners that the port will remain in a modified Hurricane Condition ZULU until further notice. This Marine Safety Information Bulletin is an update to MSIB #17-12, dated October 28, 2012.

• Tug and barge movement is authorized to and from anchorages. River anchorages are open to tug and barge traffic only.

• Cargo transfer operations may resume following facility assessments and facility reporting to the USCG.

• Lightering is not permitted.

• Bunkering is not permitted in the anchorage areas of the lower Delaware Bay.

• Mariners are directed to exercise extreme caution as aids to navigation may be off station and not watching properly.

• Big Stone Anchorage is open to vessels arriving from sea and departing to sea.

• Dredging operations will resume as soon as practicable. All previous navigation restrictions related to dredging are in effect. Mariners are requested to call dredges 2 hours prior to passing.


As it is determined that conditions are safe for navigation, the port will incrementally return to normal operations. Additional restrictions may continue depending on the severity of the hurricane’s impact. The Coast Guard asks for a collaborative effort from port members in reporting any hazardous conditions, off-station aids to navigation or breakaway of vessels.

MSIB 13-12 UPDATE #1 MHA Safery Zone

Received October 9, 2012:
The US Coast Guard has established a safety zone around the Dredge ESSEX which will be in effect as early as Friday, October 12, 2012 while it operates within Marcus Hook Anchorage preparing for annual maintenance dredging operations within the range (33CFR165.555).

During this time period the upper portion of the anchorage shall be closed to all vessel traffic while the dredge lays submerged pipeline within the anchorage. Vessels desiring to anchor within the downriver portion of Marcus Hook Anchorage must obtain permission from the Captain of the Port at least 24 hours in advance, at (215) 271-4807 [33CFR110.157(b)(11)(i)]. The COTP will permit one vessel at a time in Marcus Hook Anchorage on a “first-come, first-serve” basis. Vessels are encouraged to use Mantua Creek Anchorage (Anchorage #9) and Deepwater Point Anchorage (Anchorage #6) as alternatives.

The operator of any vessel in the safety zone shall proceed as directed by the designated representative of the Captain of the Port and shall contact the Dredge ESSEX by phone at 757-353-0455 or on channel 13 or 16 VHF for passing information.

Drawbridge Operation Regulation; Delaware River, Between Burlington, NJ and Bristol, PA

The Burlington-Bristol Bridge will be closed to navigation and unable to open on signal each day from 7 a.m. until 3 p.m. on October 30, 2012 and November 1, 2012.Vessels that can pass under the bridge without a drawbridge opening may do so at all times.

The Coast Guard has coordinated this replacement work with the Mariners` Advisory Committee for the Bay & River Delaware, and will inform the other users of the waterway through our Local and Broadcast Notices to Mariners of the closure periods for the bridge so that vessels can arrange their transits to minimize any impact caused by the temporary deviation. The bridge will not be able to open in an emergency during lift cable tension adjustments.

There will be an emergency meeting of the MAC on 10/10 at 1530 at the Philadelphia Pilot Office, 800 South Columbus BLVD, to discuss a potential construction project on the piers adjacent to the channel on the Tacony Palmyra Bridge. This project has the potential to reduce the horizontal clearance by approximately 16 feet. Those mariners and terminal operators who may be affected are encouraged to attend.

Great Lakes Dredging and Drydock company has been awarded the deepening project contract that will commence this Sunday or Monday.
The dredge Illinois will be setting up over the next few days and begin dredging operations on Eagle Point Range just inbound of the Schuylkill River. They will be working between the Navy Yard and Hog Island over the next month. The dredge will have 2000 feet of floating pipeline secured to a fixed pipeline running to National Park disposal area in NJ. The dredge will provide an opening of "about 400 ft"  between itself and 5 anchor  buoys on the PA side. They are requesting about one hour notice for passage and can give a larger opening with at least 2 hours notice. The cell phone number on the dredge is (443)831-4677 and will be monitored once the dredge is working. They can also be reached on Ch 13 and 16.

Upon completion of this area (one month) the dredge will be replaced with another from Great Lakes. This will work through January 2013 in the area between Tinicum Island and Horseshoe Range. Details will follow for this operation as they are still being worked out.

Mariners are advised that a diving company, on behalf of the Delaware River Port Authority, will be conducting underwater inspections at the Benjamin Franklin Bridge, at mile 100.2, across the Delaware River, in Philadelphia, PA, intermittently during daylight hours only, from June 19, 2012 to July 9, 2012. At no time during the inspection work will the waterway be closed to navigation and a safety boat will be provided. Mariners are advised to exercise caution when transiting the area.

NJ & PA – UPPER DELAWARE - DELAWARE RIVER – RANCOCAS CREEK

Mariners are advised that engineering consultants, on behalf of the Burlington County Bridge Commission, will be performing underwater inspections, each day from 7 a.m. to 7 p.m., at the following bridge sites:

1) SR 543 (Riverside-Delanco) Bridge, at mile 1.3, across Rancocas Creek, in Riverside NJ; from 18 – 22 June 2012;

2) Burlington-Bristol Bridge, at mile 117.8, across the Delaware River, between Burlington NJ and Bristol PA; from 25 – 29 June 2012; and

3) Tacony-Palmyra Bridge, at mile 107.2, across the Delaware River, between Tacony PA and Palmyra NJ; from 9 – 13 July 2012

The inspections will take place from a 26-foot aluminum work skiff and either anchor adjacent to the piers or will be temporarily moored to the piers. The dive team will work with vessel traffic and bridge operators so as not to impede the waterway. Mariners should use extreme caution when transiting the area.

Jim Matters jmatters@langenfeldermarine.com and Ren Persaud rpersaud@CormanConstruction.com from Corman Marine 410 320 7534 are reporting that beginning April 2nd,as part of the dredging project, they will be drilling 30 "test pits" in the area from the Ben Franklin Bridge to Eddystone Range over a 30 day period. Samples are being tested daily. Their tug, Julie B, will be standing by on Channel 13 during the period.

The Bureau of Ocean Energy Management is currently seeking comments on the Maryland Wind Energy Area located adjacent to the entrance of the Delaware TSS. On Monday or Tuesday the William Tate will be relocating buoy "1C" to the edge of the new widener at Deepwater-Cherry Island. "1C" will be located at the center of the dogleg, 50` outside of the channel`s edge.

On February 7, the Coast Guard issued a Notice of Proposed Rulemaking (NPRM) to change the regulations that govern the operation of the Norfolk Southern Railroad Bridges over the Christina River at miles 4.1 and 4.2, both in Wilmington, DE. Since there have been no recorded requests for vessel openings in more than 20 years for either bridge, this proposal would change the current regulations by allowing the drawbridge, at mile 4.1, to be maintained in the closed position to navigation and the drawbridge, at mile 4.2, to be left in the open-to-navigation position.
Comments will be considered received before March 23, 2012.

The tug Kathleen or tug Virginia has requested a slow bell for the next 2 months(24 hrs a day) in the vicinity of the Salem Nuclear Power Plant.(Upper Liston, Baker,n Lower Reedy) The Kathleen monitors VHF channel 69&72 and Phone # 908-487-0214. Construction will be ongoing till the end of February in that area.
